The decision to scale follows a year of rigorous testing. Since April 2025, an initial batch of 20 Orange EV tractors logged 42,000 operating hours with an uptime of 98.8 percent, displacing over 40,700 gallons of diesel fuel. Managing Director Jon Poelma noted that the procurement was driven by this real-world performance, which met the terminal's strict operational requirements for reliability and throughput. By January 2027, the facility expects 60 percent of its 101-unit tractor fleet to be battery-electric.
To support the expanded fleet, APM Terminals will seek 20 additional dual-plug Level 3 fast-charging stations through a request for proposal process in the second quarter of 2026. The transition is backed by an 80 million dollar sub-recipient contract via the EPA Clean Ports Program, which covers the replacement of 64 pieces of equipment. Beyond hardware, the terminal is investing in workforce development, providing specialized electrical safety training to ILWU mechanics and placing a training unit at the local facility to ensure long-term maintenance capability.
