The legislation seeks to transform a program that has historically helped participants build savings while receiving housing assistance. Compass Working Capital, a nonprofit that has administered these programs since 2010, championed the bill alongside federal lawmakers. The organization intends to apply its decade-long experience to guide the implementation of this new pilot, which mirrors models the group has refined in communities across the country.
Markita Morris-Louis, CEO of Compass Working Capital, noted that the act reaffirms the role of housing support in creating lasting economic security. Representative William Timmons (R-S.C.) echoed this sentiment, emphasizing that the change prevents families from being penalized for their financial progress. The initiative gained support from a broad coalition, including Senators Katie Britt, Jack Reed, Tim Scott, Elizabeth Warren, and Kevin Cramer, as well as Representatives Ritchie Torres, French Hill, Maxine Waters, and Ayanna Pressley. Since its inception, Compass has supported over 7,300 families in accumulating more than $35 million in total savings.
