International applicants residing abroad must first secure a digital identity card through Saudi missions before initiating their online request.

Corporate entities without a domestic presence face a two-step process: they must register with the Ministry of Investment via the Invest Saudi platform to obtain a national unified number. While the law permits property ownership across most of the Kingdom, it maintains specific restrictions for Makkah and Madinah, where acquisition remains limited to Saudi companies and Muslim individuals.
