By bridging this funding gap, the project aims to provide long-term stability for Stanislaus County residents who struggle with housing insecurity and related health challenges.

The development, spearheaded by Self-Help Enterprises, targets households earning below the area's median income. Officials emphasize that the initiative serves as a preventive health measure, noting that stable living conditions are essential for managing chronic conditions and maintaining consistent medical care. Construction is slated to commence in the fourth quarter of 2026, with a projected completion date in the spring of 2028.

Stanislaus County Supervisor Mani Grewal and Modesto Mayor Sue Zwahlen both praised the infusion of capital, characterizing the project as a vital piece of local health infrastructure. Beyond the physical construction, Self-Help Enterprises plans to coordinate with local service providers to ensure residents have direct access to ongoing support programs. This grant follows a broader $93 million commitment by Health Net toward California housing and homelessness initiatives since 2020.
