The agreement follows a bilateral defense declaration signed in September by Prime Minister Mark Carney and President Volodymyr Zelenskyy, which prioritized the rapid production of thousands of uncrewed systems. Under the terms of the memorandum, TENCORE will oversee the initial technology transfer, training Canadian technicians to maintain the production pace required for modern combat environments. Since 2024, the Ukrainian firm has already deployed over 5,000 ground vehicles to front-line units.
Eliot Pence, CEO of Dominion Dynamics, noted that the initiative serves as a direct response to the government's call for increased industrial scale. For TENCORE co-founder Roman Tkachenko, the move to Canadian facilities provides the manufacturing stability and supply chain resilience necessary to iterate on battlefield feedback. Beyond immediate support for Ukraine, Dominion intends to develop an Arctic-hardened version of the TerMIT platform, targeting future export opportunities for NATO nations operating in high-latitude environments.
