The Syrian Petroleum Company (SPC) launched a systematic takeover of northern oil infrastructure throughout the spring. Following a January offensive, state teams moved into the Rmeilan and Sweidiya fields in February, successfully rerouting crude to the Homs and Baniyas refineries by March. This transition signals a pivot toward state-led recovery, further underscored by private sector involvement. HKN Energy prepared to begin operations at government-held Rmeilan sites by June, while Gulfsands verified that the SPC assumed custody of the Khurbet East and Yousefieh fields during the same period.
International partnerships are accelerating this domestic resurgence. In June, ConocoPhillips finalized an agreement with the SPC and Novaterra Energy to rehabilitate existing onshore gas fields and explore new production zones. Projections indicate this development will yield an additional 4 million to 5 million cubic meters of gas daily within the first year. Industry observers at MEES identify this initiative as the most significant upstream development undertaken by the Syrian government to date, effectively marginalizing external actors who previously dictated the flow of the country's hydrocarbon wealth.
